Transportation Update April 2026

Hello again, Ward pihêsiwin residents.

There’s been a lot happening at City Hall, and I want to make sure you’re kept informed on the issues that matter most. Today I would like to provide an update on Transporation matters in the Ward. 

Terwillegar Drive 

As we heard into the warmer months, we will see construction continue with Terwillegar Drive.

Pre-Construction Public Information Event 

Firstly, I would like to invite you to a pre-construction public information event. If you are not able to attend the event, all information materials will be posted online at edmonton.ca/TerwillegarDrive 

Date: Thursday April 16th, 2026 

Time: 4:30 pm - 7:30 pm (drop-in style event) 

Address: Joan Carr Catholic School (1140 Keswick Dr. SW) 

Stage Two Update 

Stage 2 is nearing completion, with major infrastructure now in place. Please see more info below;

  • The westbound Rainbow Valley Bridge is complete, work is ongoing on the eastbound bridge, which is expected to be completed by fall 2026.
  • Significant interchange upgrades and road widening along Whitemud Drive are complete, with final paving and landscaping scheduled for fall 2026.
  • Two new pedestrian bridges, one along Rainbow Valley Bridge and the other located over Whitemud Drive near 142 Street, will be completed and open in summer 2026, improving connections for those who walk, cycle and roll. 
  • New transit improvements, including a bus-only lane from 53 Avenue to Terwillegar Drive, are now complete and expected to go into service in summer 2026. 

Stage Three Update 

With early grading work complete, the main Stage 3 construction will begin in Spring 2026 and take approximately two years to complete. Here are some important updates on what this work will entail;

  • This stage will deliver an upgraded interchange and a new pedestrian/cyclist bridge over Anthony Henday Drive.
  • Improvements will increase capacity, reduce congestion, enhance safety, and support long-term growth in southwest Edmonton.
  • Stage 3 is funded by the Government of Alberta and is being project-managed by the City of Edmonton.

Traffic Impacts

The project team is working to ensure the traffic impacts are as minimal as possible. However, some traffic impacts will continue to take place, including;

  • Two lanes of traffic in each direction will be maintained for most of the construction as part of both Stage 2 and Stage 3.
  • Residents can expect intermittent lane closures, reduced speeds, and increased construction in both areas.
  • The City appreciates the public's patience as this work is completed. 

Rabbit Hill / Ellerslie Traffic Light Timing

At this time, I have no new information to report regarding planned future development in the area. Future development in the area will change this intersection. I encourage you to read my previous transportation update that explains the development in the area and future planned improvements to this intersection. 

At my request, the Traffic Operations team reviewed this intersection in February. Consequently, the Administration has updated the eastbound and westbound movements to utilize detection technology. This allows signal timings to adjust to real-time traffic demand by shortening green lights when traffic is light.

These changes were implemented during the third week of March. I will continue to monitor the impact of these updates with City Administration.

2025/2026 ETS Annual Service Plan 

ETS will refine its services using a data-driven approach, while also incorporating rider feedback to guide decisions about the transit network.

To ensure the bus network is as efficient as possible, and using the Transit Service Policy’s service standards to guide decision making, ETS will make adjustments to routes not meeting the minimum standard for boardings, reallocating those service hours to areas of higher need.

This process may involve changing service frequency, reducing service on routes with declining ridership, and/or cancelling routes that have failed to meet minimum service standards for at least one full year.
