I would like to provide an update regarding transportation matters in the Ward.
Terwillegar Drive
Recently, I got the opportunity to meet with the Terwillegar Drive Expansion Project team and got an update on the status of the project. I would like to share the following update with you on various aspects of the project;
Stage 2
The work to widen Rainbow Valley Bridge to 4 lanes in each direction is continuing as part of Stage 2. Stage Two also includes the 142 Street pedestrian/cyclist bridge, another pedestrian bridge adjacent to the Rainbow Valley Bridge, and the construction of a bus lane from 53 Ave to Terwillegar Drive. All work for Stage 2 is on track and is anticipated to be completed this year.
Regarding the 142nd Street pedestrian and cyclist bridge, there is currently no set timeline for its completion. City Administration advised at the end of 2025 that necessary repair work is required. This work is weather-dependent, and the bridge’s opening will depend on its completion.
Administration is scheduled to meet in mid-March to finalize a detailed schedule for 2026. I expect to receive more information following that meeting.
I understand that ongoing project delays are frustrating. To ensure greater transparency and oversight, I will be attending the newly established Infrastructure Committee to ask questions, even though I am not an active member. Improving the management of City-led projects remains a top priority for me.
Stage 3
This project is currently out for tender and closes at the end of this month. Once the submissions have been evaluated and a contract is awarded, Administration will review the contractor's submissions required to start the project. The start of this project is weather-dependent; however, we expect a construction start in spring.
Early preparation work on Stage 3 has been completed, and the team is now starting on construction. Preparation included building the head slope fills for the new Terwillegar Drive roadway bridge and a new separated pedestrian bridge. Completing the head slope fills allows the ground to settle before main construction work, which is anticipated to begin in spring 2026.
Stage 3 will include:
- A new roadway bridge carrying northbound Terwillegar Drive over Anthony Henday Drive.
- Reconfiguration of the existing bridge to carry southbound Terwillegar Drive over Anthony Henday Drive.
- Two new loop ramps connecting southbound Terwillegar Drive to eastbound Anthony Henday Drive and northbound Terwillegar Drive to westbound Anthony Henday Drive.
Additional improvements include:
- Widening Terwillegar Drive/170 Street to six lanes (three in each direction), including new transit lanes.
- A new separated shared-use path bridge over Anthony Henday Drive, connecting South Terwillegar to Windermere Boulevard, east of Currents Pointe.
170th Street
Regarding the 170 Street project, City Administration has informed me that the timeline has been delayed until March.
EPCOR identified that an existing transformer requires replacement due to wear and rust, which currently poses a safety risk. This replacement must be completed before the electrical connection can be made, postponing the energization of the lights.
Arcadis and DES (proponents consultants) are actively working to escalate this with EPCOR to expedite the process. I understand the frustration caused by this further delay, and I will continue to monitor the situation and provide updates as they become available.
Rabbit Hill Road and Ellerslie Road Intersection
I have received many emails regarding the timeline of improvements to the intersection of Rabbit Hill Road and Ellerslie Road. Please see the attached map which shows how this intersection will change.

I have been in regular contact with City Administration and the Developer (Ever Red) regarding the needed improvements to this intersection. City Administration advised me that several steps must occur before improvements are made to this intersection. Administration is currently awaiting the subdivision's completion, and we do not yet have an anticipated timeline for when this application will be finalized. Please note that the progression of future development and application approvals in Kendal are contingent upon these intersection improvements.
Once the subdivision and subsequent applications are approved, the developer will enter into a servicing agreement. This agreement provides a three-year window to complete the work. While the intersection improvements may be finished sooner (potentially in the first year), this three-year period represents the maximum timeframe available to the developers.
I understand your frustration regarding this delay. In the interim, I have asked City Administration to review the intersection’s efficiency to ensure peak optimization. As the last review was conducted in 2022, I have requested this new assessment to address the recent increase in local traffic and congestion.
41st Ave Update
I have received inquiries about when 41 Ave will be upgraded to 4 lanes, and I would like to share the information my office has received from City Administration on this.
The expansion of this road to 2 lanes in each direction will be a requirement of the area developers on the northside of the road as part of the Arterial Roadway Assessments Bylaw. The City has not yet received an application to develop the land to the north so this widening will not be taking place just yet.
Traffic Safety
While discussing roads within the ward, I would like to address the topic of traffic safety. Ensuring safe and livable communities is a top priority for me, and I want to be transparent about how we can address your specific concerns.
As the weather warms up, please review the following information on how to navigate these issues.
Safe Mobility Strategy
I understand that many residents have questions regarding traffic calming measures. On May 12, the Urban Planning Committee will receive a report outlining the Safe Mobility Strategy for 2027-2030.
This report brings forward the next iteration of the Safe Mobility Strategy, presenting key learnings from the current strategy alongside analysis of emerging crash and travel behaviour trends. It describes how the City is continuing to evolve from a primarily reactive safety model to a more balanced proactive and predictive approach, supported by a safe systems approach.
The report presents programming options for Council input, focusing on the most critical safety needs facing Edmonton. I will be attending this meeting and participating in the conversation as I know many residents have concerns with safety on our streets.
EPS Enforcement
The Edmonton Police Service is best positioned to address speeding and other poor driving behaviours in the area. City Administration strongly recommends residents submit concerns directly to the EPS Traffic Section using their Online Traffic Concern Form. This data is vital for the strategic deployment of enforcement resources. Please note that Councillors do not have the authority to direct officers to specific areas.
Portable Speed Signs
These signs alert drivers to their current speed and encourage them to slow down, helping to change the culture around speeding. Residents can request a temporary two-week deployment via our Speed Check Sign request form. Please note these signs are in high demand, and Administration will work as quickly as possible to honor city-wide requests.
Traffic Calming Measures and Speed Humps
The City will implement speed hump based on a number of different factors, including:
- Public inquiries
- The roadway was identified as a high-speed, high traffic volume, high vulnerable road user volume, such as playground zone or high crash area
- Other areas were identified originally through the Street Labs program
- Some were identified through previous assessments for other safety measures
If the City receives a high number of inquiries for a specific location, it is more likely that traffic calming measures will be implemented. The best way for the City to track this data is through 311. You can contact 311 in the following ways:

Transportation and road safety remain top priorities for me during this Council term, and my team is committed to providing regular updates on these matters. While I understand that some of the projects I have noted are currently delayed, I will continue to closely monitor the management and outcomes of City infrastructure projects.
