Henderson Park School Site - Public Hearing Date
In my previous update, I committed to letting you know when this item would be scheduled for Public Hearing, should you wish to register to speak. I encourage you to review that update for additional contact, including background information on the site’s history.
The Henderson Park School Site (3408 and 3430 Riverbend Road NW) is scheduled to come to Public Hearing on Tuesday May 5th.
Please note that Councillors are strictly advised against reaching a final decision, or communicating a position on a development application, prior to the conclusion of the Public Hearing. Refraining from such communication is a legal requirement discussed in the Municipal Government Act of Alberta.
At Public Hearings, any and all speakers are permitted to speak for up to 5 minutes either for or against a development application. Once Council has heard all submissions, including information provided by City Administration, Council will then debate the matter and reach a decision.
Please see the “Request to Speak” section here for information about registering to speak at a Public Hearing. When registering, you need to reference item numbers 4.6 and 4.7. I encourage you to review the here related to these items. Alternatively, if you would like all of Council to receive your comments electronically, please send them to [email protected] in advance of the Public Hearing date.
As previously noted in my update, if the rezoning is not approved at the Public Hearing, the site will remain a Future Urban Development Zone (FD). In this scenario, the land would continue to function as a park in the short term, but would remain a "holding zone" pending future development as directed by statutory plans and would very likely be developed as an affordable housing site.
Medium Scale Housing - South Terwillegar
On Monday, April 27th, an item will be coming to Public Hearing to approve a rezoning from the Medium Scale Residential Zone (RM h16) to the Medium Scale Residential Zone (RM h23) to increase the allowable height for medium scale housing in South Terwillegar.
Please note, my office has met with the developer of this project, and we were able to gather the following information;
- This project will be an apartment-style complex with up to 48 units, and 6 storeys in height
- These units will be for sale at-market price, and there will not be any affordable or below market units in this complex
- The developer has assured me that each unit will have a designated parking stall, and there will be extra stalls for purchase as well as visitor parking
- There is a possibility of surface and/or underground parking
- The main access points that residents will use to access the complex will be either South Terwillegar Blvd or Simpson Drive

City’s Budget Engagement closes May 1st!
The City’s budget engagement opportunities have been open since March 23rd and will close on May 1st.
If you haven’t already participated, I strongly encourage you to do so - especially by completing the survey below. Your input will help Administration identify key priorities as they develop the 2027-2030 budget. This feedback will be shared with City Council in the Fall to inform their discussions, adjustments, and final approval of the budget in December.
Online Engagement Opportunities are as follows:
- Use the Balance the Budget Tool: Dig into this year’s operating budget and show City Administration what changes you would make
- Take the What Matters to you Survey: Tell City Administration your priorities for City services and construction projects, and your preferences on property taxes and user fees.

On Thursday, April 30, at 11am I will be taking part in a REAL Talk in partnership with Sagesse in which I will be doing a deep dive into support for victims of domestic violence.
Real Talk is a virtual workshop to help us understand that learning how to talk about abuse isn’t fancy or complicated. It isn’t about trying to fix things. It's about empowering change and bringing people together.
