I hope everyone’s Fall is off to a great start. 

I continue to recognize the significant impact construction has had across our Ward this summer. Longer commutes and ongoing disruptions have been challenging for residents, businesses, and commuters alike. I want to thank everyone for your patience and understanding as this work continues.

I’ve received a few updates regarding construction timelines and wanted to share the latest information with you. As always, please email me at [email protected] if you have any additional questions. 

170th Street / Hiller Road 

The following information was received from the developer (Cantiro) for the 170th Street / Hiller Road construction project. 

The city’s energization of the new signals at 170 Street and Hiller was pushed from September 24th to October 2nd.

Result will be the delay of the traffic pattern switch to the north bound portion of the road and the removal of the crossover at old Ellerslie Road. The City will not allow the traffic switch until the signals are operational.

I will continue to work with the Developer to stay updated on these timelines and will communicate the information once it is available. 

170th Street / Keswick Gate to 28th Ave 

The developer, Stantec, has advised my office that, due to restrictions related to road-closure application approvals, the timeline for opening 170 Street from Keswick Gate to 28 Avenue has been pushed to spring 2027.

Unfortunately, the project cannot meet the requirements for the road-closure application this season, which means the opening will be delayed until next year. I understand this news is frustrating, and I will continue to advocate with the developer to expedite the remaining work and complete the project as early as possible in the new year.

In addition, the Developer also shared these points with me. Please note,  dates are subject to change based on weather and construction challenges. 

• Proposed southbound lanes: Paving is complete, with tie-in work to the existing roadway expected by mid-October.

• Shared-use paths: North-side connections expected by mid-November; south-side connections scheduled for spring 2027.

• Power and streetlights: Installation scheduled through October 3.

• Gas lines: Installation scheduled through October 16.

• Landscaping – 170 Street East: Expected to begin this season and continue into 2027, following required grading work.

• Signage: Installation scheduled for October 26.

• Streetlight energization: Expected in late October to early November.

• Existing roadway removal: Removal of the right-turn bay and two medians is scheduled for spring 2027.

• Underground works and signal/streetlight changes: Scheduled for spring 2027.

• Landscaping – 170 Street West: Planned for the 2027 construction season.

Ellerslie Road / Rabbit Hill Road Intersection 

As noted in my update in early September, the below information is still relevant: 

After much review, EverRed has informed me that the timing of construction on upgrading the Rabbit Hill Road and Ellerslie Road intersection has been put forward, at the earliest, a 2027 commencement. Due to a number of Roadway projects in Windermere and Heritage Valley this season and a very wet construction season, it has been pushed at this time to avoid any unnecessary further delays and the potential of more lane closures for an unnecessarily extended length of time.   

EverRed is working with administration to review if there are any possible temporary lane adjustments that can be made at the intersection to improve capacity in 2026. Additionally, my office has made another request to adjust the timing at this intersection to the Traffic Operations department, and they have confirmed that they will be doing another assessment at this location before the end of the year to determine if further updates can be made to the signal timing.

Future Planning around Kendal 

I’ve received several questions about future planning and infrastructure around the new Kendal neighbourhood. City Administration has provided the following update regarding Rabbit Hill Road between Ellerslie Road and 170 Street.

Please note that much of the information below is dependent on the City’s priorities and the timing of developer-conditioned arterial improvements. Some of the information also relates to the projects outlined above; however, this provides a helpful overview of the infrastructure planned to support growth in this area.

• Conditions for widening Ellerslie Road east of Rabbit Hill Road to the Eco Station to four lanes, and for upgrading the intersection at Rabbit Hill Road and Ellerslie Road have been applied to all subdivisions in Kendal to date and the Ambleside parcel owned by Ever Red.  The developers intend to start construction in 2027.  

• The next priority for upgrades in the Windermere area is widening Rabbit Hill Road to four lanes from Ellerslie Road to 170 Street; recent traffic volumes show this segment has reached the widening threshold.   City Administration has recently started applying the Rabbit Hill Road widening condition to subdivisions in Kendal.

• City Administration is also applying conditions to continue 170 Street upgrades south of Rabbit Hill Road as required for access.  

• Widening Ellerslie Road to four lanes from Rabbit Hill Road to 170 Street will be applied to any future subdivision on the Ever Red Ambleside parcel.
