Good Afternoon Windermere Residents,
Thank you to the many of you who have reached out to my office and for sharing your concerns with me regarding the massive congestion in Windermere due to the multiple construction projects in the area.
First of all, I would just like to apologize for the lack of communication from my office regarding these projects. Over the past few months, I have asked City Administration to let my office know before a project in my Ward will be taking place so that I can share information with my constituents ahead of time. This did not happen for any of the projects in the area, so I am sincerely sorry that I was not able to make you all aware in advance. I can’t even begin to express my disappointment in the lack of coordination around these projects and please know that I am actively vocalizing my deep frustration with City Administration. Unfortunately, I was not made aware of these projects until they began, and I found out the same way that all of you did.
I would like to share a comprehensive update on all of the work that is going on in the area, expected timelines for this work, and what I am doing to try and mitigate the traffic impacts.
Windermere Boulevard / Terwillegar Drive
Road work on Terwillegar Drive at Windermere Boulevard began last week as part of the contractor’s operational schedule and mobilization timeline. To facilitate this work, traffic restrictions are required to allow the contractor to remove the existing roadway infrastructure. Terwillegar Drive has been reduced to two lanes at the Windermere Boulevard Intersection (the project team is exploring if this could be expanded to three lanes). This is expected to cause major delays during peak periods.
Please note: I have voiced my significant concerns about congestion in the area, and the project team has informed me they are working with the contractor to accelerate this work. The subcontractor will be working 12 days on, with 2 days off, 7 a.m. to 6 p.m. daily.
Northwest quadrant:
- Removal of the right turn bay that carries southbound Terwillegar Drive to westbound Windermere Blvd., including the concrete island curbs and right lane.
- Construction of the future left turn lanes.
- Anticipated completion: July 31, 2026
Southwest quadrant:
- Removal of 170 Street, including the eastbound to southbound right turn bay.
- Anticipated completion: August 15, 2026
- For the east half of the intersection, reconstruction of the westbound to northbound right turn bay, mill and overlay of the entire intersection, reconstruction of the northbound to eastbound turn bay and tie-ins.
- Anticipated completion: August 31, 2026
The work at Anthony Henday Drive interchange includes:
Northbound Terwillegar Drive bridge:
- Expected to begin in early June with anticipated completion Fall of 2027
- After the new bridge is completed, the existing bridge will be converted to accommodate southbound traffic on Terwillegar Drive over the Anthony Henday.
Two new loop ramps:
- One from southbound Terwillegar to eastbound Anthony Henday and one northbound Terwillegar to westbound Anthony Henday will be built to accommodate traffic. This work is estimated to begin in July 2026.
- Anticipated completion: August 2028
New shared pathway/pedestrian bridge over Anthony Henday Drive:
- Work on this bridge, connecting Windermere and Haddow Drive, will begin in June 2026.
- Traffic impacts for this work are not confirmed yet, but will likely result in lane reductions and short-term closures for girder erection. Crossovers will be in place to accommodate traffic during girder erection and formwork and concrete deck pours.
- Anticipated completion: September 2027
170 Street Between Ambleside Link and Hiller Road
In the same area, but unrelated to the Terwillegar Drive Expansion project, a private developer is currently widening 170 Street south of Windermere Boulevard.
- Anticipated Completion: Fall 2026.
The existing infrastructure on 170 Street SW from Ambleside Link to Hiller Road is being upgraded to accommodate increased traffic demand and improve connectivity within the neighbourhood and surrounding areas. This work will focus on improved road surface quality, enhanced drainage to reduce flooding, safer pedestrian crossings with upgraded sidewalks and accessibility ramps, and reduced long-term maintenance costs. This project is led and funded by Cantiro Communities.
- Traffic Impacts: One lane of traffic will remain open in each direction on 170 Street SW throughout the construction.
Work includes: the shared use path on the east side of 170 Street, stretching from Hiller Road to Ambleside Link, roadwork on the northbound lanes from Hiller Road to old Ellerslie Road and upgrades to both northbound and southbound intersections at Hiller Road and 170 Street.
Please note, I have also heard the complaints that no workers appear to be present at this work site, and I have asked Cantiro for clarification as to why this is. They have shared that they currently have two contractors onsite; grading and landscaping. Where the concerns may be coming from is that most of the work to date has been in bulking dirt to and from the site so it may have been that someone was driving by when the dump trucks were coming or going or not on the site at that particular moment. Cantiro has reassured me that starting this week, the landscapers will be starting planting so residents can expect to see many more bodies onsite going forward.
170 Street from Keswick Gate to 41 Ave SW
170 Street - Keswick Drive to 28 Avenue SW
Work is underway to build two new southbound lanes to the west of the existing lanes. This will include a shared pathway and landscaping.

- Anticipated completion: Fall 2026

170 Street - Hiller Road to Keswick Gate
Work is underway to build two new northbound lanes to the east of the existing lanes. This will include a shared pathway and landscaping.
- No anticipated road closures are expected
- Anticipated completion: Fall 2027

170 Street - 28 Avenue SW to 38 Avenue SW
Scope: Construction of two heavy traffic road lanes
- Traffic Impacts: A temporary construction detour road will be constructed to maintain one lane of traffic in each direction. Short term full road closures will be required during the summer months.
- Anticipated completion: Fall 2026

I would just like to again acknowledge the serious impacts that all of this work has caused for everyone living in the area and please know that I sincerely sympathize with everyone that has been impacted. I have expressed my deep disappointment to City Administration regarding the lack of coordination between these three projects, and I will continue raising these concerns with the City’s senior leadership in future discussions. Like many of you, I am extremely frustrated that the proper measures were not taken to minimize traffic disruptions and reduce the burden on residents.
My hope is that this situation leads to meaningful improvements in how projects are planned and coordinated moving forward, so that residents never have to experience this level of disruption again.
Please be reassured that I will be carefully monitoring these projects everyday to ensure that traffic impacts are kept as minimal as possible and I will continue to be in touch with the developers, contractors, and City Administration frequently to keep up to date on any potential further causes of concern.
